STOP VIOLENCE AND HUMAN RIGHTS VIOLATIONS TO TUMBAK RESIDENTS, EAST MANGGARAI, EAST NUSA TENGGARA PR PDF Print E-mail

On 13 September 2014, there has been violence carried out by police officers at the Manggarai and military forces against the Lingko Roga people, Tumbak, Satar Punda village, Lamba Leda sub-district, East Manggarai regency. The violence was triggered by the effort of PT. Aditya Bumi Pertambangan to accommodate a heavy equipment for drilling into the customs territory of the citizens (Lingko Roga). That activity received resistance from residents who have created a posse to defend their Lingko since September 11, 2013.

People’s position which try to defend their communal land was persuaded by government officials, ranging from the head of the village, district, police and military. Residents, along with the Justice , Peace, and Integrity of Creation (JPIC) Commission of SVD Ruteng, remained in that location. They did worship together at the location. There citizens’ persistence made the apparatus and the company could not be patience. At 5 pm, on 13 September 2014, 5 pieces of car company backed up by police cars forced their way into the site. A peaceful efforts of the residents faced with violence by the authorities. Police forced people to dissolve the posse, by pulling forcefully and snarling them. In fact, a police officer from Dampek, named Yonatan Nila, roughly and rudely pull shoulder of JPIC Ruteng SVD’ coordinator, Fr Simon Suban Tukan. As a result, Father Simon fainted.

FIRST, URGE THE KOMNAS HAM TO TAKE MONITORING ACTION OF THE TUMBAK COMMUNITY VIOLENCE EXPERIENCED, EAST MANGGARAI, NTT 

SECOND, URGE THE OMBUDSMAN COMMISSION OF REPUBLIC OF INDONESIA TO DO MONITORING OF ABUSE OF AUTHORITY BY THE POLICE FORCES OF MANGGARAI, NTT 

THIRD, URGE THE INSPECTOR OF GENERAL SUPERVISION AND PROFESSION AND ETHICS DIVISION OF NATIONAL POLICE HEADQUARTER (MABES POLRI) TO GIVE AFFIRMATIVE ACTION TO THE POLICE OFFICERS WHO COMMIT VIOLENCE AGAINST TUMBAK CITIZENS, EAST MANGGARAI, NTT 

FOURTH, URGE THE HEAD OF REGIONAL POLICE OF NTT TO REMOVE THE CHIEF OF MANGGARAI POLICE RESORT, ARREST AND LEGAL PROCEEDINGS THE PERPETRATORS AND INTELLECTUAL ACTORS OF INDIGENOUS COMMUNAL LAND LOOTING OF TUMBAK!

FIFTH, URGE THE REGENTS OF EAST MANGGARAI, YOSEP TOTE, TO IMMEDIATELY REVOKE THE MINING LICENSE OF PT ADITYA BUMI PERTAMBANGAN 

SIXTH, URGE THE NEW GOVERNMENT OF PRESIDENT JOKO WIDODO AND VICE PRESIDENT JUSUF KALLA TO SET A NATIONAL POLICY FRAMEWORK TO PROTECT, RESPECT, AND RESTORE THE RIGHTS OF SOCIAL, ECONOMIC, AND CULTURAL OF INDIGENOUS PEOPLES FROM THE ADVERSE EFFECTS OF EXTRACTIVE INDUSTRY BUSINESS BY MULTINATIONALS, NATIONAL, AND LOCAL COMPANIES, UNDER THE UN RESOLUTION NO. 17/4, DATED JUNE 16, 2011 (UNITED NATIONS GUIDANCE PRINCIPLES) OF BUSINESS AND HUMAN RIGHTS THAT IS ALREADY SIGNED BY THE GOVERNMENT OF INDONESIA.
