The Cisarua Declaration is a call to wide public by the community from Aceh to Papua who are part of JATAM resistance and campaign whom their life space have long been destroyed and continuing to experience impoverishment and dehumanisation as citizens by the government-backed mining and energy industry. The Cisarua Declaration firmly urges that extraction of nature wealth should primarily to meet the needs of the Indonesian people to live in dignity. JATAM primary agenda is to act for the greater sake of safety and security of the people, recoverability of people productivity and the sustenance of the nature functions. Therefore, JATAM urges to wide public to demand to stop all mining operation in Indonesia until all the public sectors can secure safety and security of the people, recoverability of people productivity and the sustenance of the nature functions. *** The unchanged political economy of Indonesia is not only shown with the same person taking the position of the president, Susilo Bambang Yudhoyono (SBY) but also his choice to put first land and nature wealth and the country population as source of the revenue. He appoints politicians to lead the cabinet related to the land and nature wealth. The current government of Indonesia obviously demonstrates the well-blend of interests between bureaucrats, business people and the politicians. Even in the early tenure of his second term SBY clearly showed his favor to the great interests of the business people instead of the public interests at the National Summit, where the business community whined and demanded more allowances to ease doing business in Indonesia. The current government also has no contender in the Parliament. The issuance of several new laws on mineral and coal mining that are gearing up more facilities for industries to continue their destructive behavior to the local community and the environment is the unequivocal evident. It is worsened by rampant expansion of small scale coal mining operation due to the euphoria of local autonomy, where the district managers can merely exercise their power by issuing more new permits and licenses which is prone to corruption and increasing the destruction of life space of the local community and the nature wealth they rely on for their survival. Crisis faced by the local community is severe and complex not only caused by the environmental destruction and impoverishment but also by the absence of protection by the State to the community rights to survive. The community should pay extremely expensive costs to continue their life while at the same time they do not have other choice than to rely on almost all industrial good and its associated services to meet their daily needs as the government keep gearing up the economic growth and the country’s GNP through exportation of almost entire raw materials, boosting up importation and consumption to the industrial good and its associated services. These complex crises faced by the ordinary people are continuing to deepen by impacts of the climate change due to accumulation of unresolved failures of global model of the development that are thirst to fossil fuels, greed of water and raw materials, hunger of land, demand cheap and unskilled labors and always engage violence. On Friday, 7 May 2010, The Indonesia Mining Advocacy Network (JATAM) announced results of the three-day deliberation process of the JATAM National Meeting in Cisarua, Bogor, from 3 to 6 May 2010, where Andrie S. Wijaya is appointed by the JATAM community members to lead the organisation to implement their mandate. Andrie S. Wijaya is replacing Siti Maimunah who has led JATAM campaign and resistance for the past six years. The national meeting has also produced a declaration, Cisarua Declaration that was collectively prepared by the JATAM community members who come from Aceh in Sumatra to Papua.
